Tacky adhesives even after drying?

I constantly have jobs where a truly tacky glue would be ideal. What I mean is a glue I can apply to a surface, let dry, and it stays tacky like Sellotape. There are things like Scotch Spray Mount, but these are a little on the weak side, like sticky repositionable note adhesive. Then there are spray glues that often don't work but seem to apply a coat of impact adhesive. This is the other end of the spectrum being too strong and completely unrepositionable.

The "Tacky Glues" sold as such are thick PVA that stays put when you apply them. But after drying they are not tacky.

So I'm looking for a product, or even a material that I can dissolve in a solvent to make my own. I'm investigating gold sizes, used for gilding with gold leaf, but wonder if there's a DIY product with this property.
