water temperature dropping and then increasing

Hi... this may sound daft, but i'm confused.

I went away on holiday for 2 weeks... turning the heating off completely. However my brother stayed a couple of days... and this is what has happened to heating system.

In the water tank cupboard, theres a switch on the wall and it was "on" the lead to the switch goes to the top of the tank, where there is a round silver box. anyway the water temperature when i turned the heating back on was really really scorching hot... alot hotter than usual. so we turned the switch off in the water tank cupboard and now the water temperature is only warm... nothing on the heating (boiler) and thermostats has been touched or changed.....
Can anyone help???

He turned the immersion heater on for the DHW! Nothing to do with the boiler or the central heating side at all.
