Identifying ceiling after removing polystyrene tiles

Would really appreciate if somebody could tell me what I am dealing with and the next steps.
Have just removed polystyrene tiles and I was going to try to remove the glue with a heat gun but it's pretty thinly spread and on closer inspection it looks like the ceiling is textured.
I don't know what is required next, whether to add on top or start removing but the end goal is to have a smooth white ceiling.

It’s not worth trying to clean off the ceiling, overboard it with new plasterboard and then skim it.
