Lumps/bumps under carpet on concrete floor

Hi ,I moved into a bungalow, 2 bumps/lumps ,one outside bathroom door,one by door where the bungalow was extended. i pulled back the carpet & found a repaired area with plastic strips ? took photo.The floors are concrete not sure why these are here or if i could get them flatter?.
I was told the bathroom had a leak in the past. I can understand more the one by the extension as it was an exit to the outside. Any ideas/advice would be useful. thanks

It’s tempting to say dig them out and level with fresh concrete, unfortunately so many of these things are there for a purpose, perhaps covering pipes or cable. Remove with caution.
