I am looking to build a side extension and it looks like it is within a meter from a manhole, does this mean I am unable to build in this area (the extension is to be where the chairs are placed). Thanks

Depends where the pipes run from the IC, how close your foundations will be, whether it is a public drain and who your local water authority is - you may have to consult them.
