Mystery garden drains in DIY house of horrors

We moved into this house 2 years ago and every time we attempt to do something we come across random DIY from the previous owner. It was originally built in 1981, but the last owner did lots of renovations over the last 10 years. It is a DIY house of horrors!

This weeks find comes when we have pulled up the decking in the garden. We found the first drain, which we presumed to be an overflow pipe, although there is no where for the water to go as anything coming from the pipe goes into the terracotta thing with no hole for the water to escape. Now it is uncovered, and due to the recent rain, it is full of water with no where to run off to.

The second drain we found was when we removed the decking steps up to the garage door. Underneath we found rough brick steps and a plastic sack concreted in. When we removed the sack we found another terracotta drain. It looks brand new and nothing has ever gone through it. But why would anyone go to the trouble of adding a drain to seal it over? We were going to fix up the steps and put pavers on the top but now don't know if we can cover this drain.

Does anyone know what these are for or how we can trace where they go to?

Pictures of the items you have found may help us to advise you however you will have to dig around to see what pipes go in and out of the offending items.
