Help needed please with peeling, chalky and flaking paint in kitchen

Hello I hope someone can help. When we moved into our house 4.5 years ago the side kitchen window wall paint was damaged. It flaked and chalked up and can off all the time. (There was no heating in the kitchen) however we have since renovated and opened up the kitchen. Replastered and added heating. Plaster was left to dry than mist coat added before painting. Then it did it again!? Zinster peel stop was painted on multiple coats but still it peels and blisters? Wall is not wet or particularly cold. I’m at a loss and no one I ask can help either. Thank you in advance
