Shower flow control valve removal

As you'll see from the attached images my en-suite shower has separate temperature (top) and flow (bottom) control valves.

Guessing the flow control valve is on the way out as the shower has moved on from a drip to a proper run from the head.

Have removed the grommet screw from under the flow control valve cover but cannot get the silver cover off for love nor money. Have tried twisting both ways and prising but nothing.

Any ideas?

The upper photo shows a grub screw in the hole (allen key type)Have you removed it completely ?
If you have and you are in a hard water area , it could be corrosion/ scale holding it in place.
Ideally a wider angle photo would give more information.
