I have a problem re-pressurising my boiler, as the fill loop has features I am not familiar with.

There are two extra blue 'valves' - except these seem designed not to move. One is stuck 'open' and the other is stuck 'closed'. I guess I should use the black valves to re-pressurise, but one of the valves is blocked from fully opening by one of the blue 'valves'. Opening the black valves as far as possible does not give pressure.
