Ventilation gap required between insulation and roof felt?

Ventilation gap required between insulation and roof felt?

Can I fill the gap between sloping roof rafters completely with insulation and not worry about leaving a ventilation gap if I use A1 protect breathable membrane between the rafters and the slates?

Thanks for any help on this.
