fitting a towel rail

does anyone know the best way to fit a permenantly warm towel rail. It's on a gravity fed system? Thanks in advance.

Permanently warm ? yes an electric one.

A towel rail off the heating system will only heat if the radiators are on, some people connect them to the primaries that heat the hot water but again will only get hot (probably only warm) when the water is turned on, maybe 2 hours per day ?

Electric one's can be on all day everyday if you wished
