Dry line, plaster or both???

Hi,
I have recently removed all the plaster from every wall in my house as it was in a seriously bad condition. I have just had a DPC installed and im now wondering what the best way to re-plaster the walls would be?
The damp guy said to cover the whole of the downstairs with a 3/8" cover of sand/cement with a waterpfoofer in then dry-line over the top with plaster boards with a thermal polystyrene backing to improve insulation?

Any advice from the pro's would be most welcomed.

plastering the walls with sand and cement and skimming over is sufficient.
Thermal boards as well will give you better insulation if you really think you need it,but couldnt you just have cavity wall insulation done(assuming you have cavity walls).
