Central heating pump

My central heating pump runs constantly, even when it is off at the controller is this correct ? If not is my problem with my controller or the way the pump is wired up. The system has been in the house for 12 years and I have not noticed this until recently.

possible boiler fault, if boiler reqd. 'pump over-run'
pump will be connected to boiler directly and should keep pump on for a few mins. after boiler stops firing to remove 'residual heat'. If so then timer fault on boiler P.C.B. indicated.
