bracing an embankment

Good evening
at the back of our house is a brook with a 12ft reasonably vertical drop from the bottom of our back fence to the waterline. We would like to reinforce the embankment which is largely rubble, as it is holding up the weight of some large trees and earth on our side of the garden.
What is the best method for bracing. Also as we would need to dig below the brook foundation would we need permission before commencing work
