Building Regs, Stair contrasting colours

hello, i hope someone can help me.
I'm designing a retail store re-furb. all the stairs and floor finishes will be replaced.
I've heard people saying the building regulations state that i need to have contrasting colours on each landing and final steps (for partialy sighted people)?
is this true? i cant find anything in the regs.
i know you have to have contrasting nosings, but didnt know aobut the steps.
say i has a grey ground floor, and wanted green stairs (with a landing) going up to a green mezzanine floor, would this be ok?
