Is there a minimum distance away from the boundary to not have to comply with the PWA?

I intend to build a conservatory at the rear of the property and according to the PWA if I build a wall on or astride the boundary I will need to comply with the PWA. My foundations will be within 3m of the neighbours but not as deep. If I keep that wall off the boundary by 100mm does that mean that the PWA is not relevant to this build? Is there a minimum distance away from the boundary to enable me to not have to comply with the PWA?

you can build right upto the boundry and attach your conservatory to the wall but not ontop of it, be sure that the guttering does not protrude past the boundry.
