Loft Conversion Designs and Cost out of Specification

Hi Everyone
I’d appreciate some advice.
I tasked a building and design company with, firstly, designing my loft conversion. I stipulated (very clearly) the fixed budget I had for the project and that they shouldn’t take the project on if they couldn’t achieve it for the budget I’d stated. They accepted, which I expected since I’d already had 5 quotes for for a very similar price.
They submitted planning which was granted and I paid them for it but the next level of plans, the construction pack, it required structural calculations. They contracted out the calculations and then came back with detailed plans. Problem is that their solution comes in at over 150% of my budget (so I can’t afford to build it) and now they want paying and if I want them to redesign things so it comes within my specified budget they want paying even more.
Is this normal in the self build process? I don’t usually pay for things that I didn’t ask for!
