I'm just about to move into a 1930s bungalow, it's got two bedrooms upstairs within the eves, but thers still more room to expand. what is the safest way to do this without seeking drawings (cheapest)? does anyone know a website i can consult oin this matter?

Errm first there isn't one and second you'll not get it past Building Control without them. Sorry but there it is.

See our project on loft conversions, the lads there will give you all the help you need but you cannot turn a loft into living accomodation without first checking that it is strong enough to be safe. Ceilings are built to hold up plasterboard and possibly a few empty suitcases, nothing else, so turing it into a floor requires (usually) a great deal of work.
