Damp in loft

Last year we had mold in the loft as did our next door neighbour and the person down from her. The rest of the road seems to have been okay as I did a door-to-door survey. This is a new estate and two years ago, when we moved in, we all had the same problem then.
The builders have put mold inhibitor on the wood work both years running and are now talking of putting in ventilation bricks. Various reasons have been put forward for this and odd work done but as this is their first housing estate, according to one of the people I talked to here and they have have fobbed us off before with other problems, disclosing we seem to know more what is going on than they do (Leak into the garage that we discovered the cause of 'No, it can't be from under the sink' and it was/ 'You've got mold because all the cardboard packing cases you've got are holding the damp' [Next door neighbour has sod all in her loft, yet her loft had a worse infestation than ours).
Any solutions/ information on root cause of this disaster before next winter comes, to disclose they still haven't solved the problem? (Just when you thought it was safe to go into the loft again....).
