Hanging a 11kg Mirror on a Plasterboard Wall

I have a mirror that weighs 11kg would 2 of these brass effect picture hook 
be strong enough to hold it? It's going onto a plasterboard wall and behind it a 1 inch gap with some kind hard wall. What kind of screws and plugs would you suggest to use if i screw it into the brass picture hook to make it steady?
