[b] We need to fix book shelves to the party wall which has insulation board fixed to it. Our builder has suggested to take out the insulation bord and fix them directly to concrete party wall!!
Any better suggestions...[/b]

Not quite sure what you mean by "insulation board", but why can you not drill through it, into the block and fix?

Google "sds-hammer-drill.com/sds-hammer-drill.php" An sds drill will go through it easy.
