Metal Door Frames in an Ex-Council Flat

hi, i am renovating my flat and i want to change the metal door frames, because the hinges are damaged, i have found a builder who will take them off and replace them with wood frames. but i have been told that the the freeholder , in this case the council might not allow. has anyone have any idea where to go from here
