Building a Cupboard/Pantry in the Garage

This is my first post.
We have a door at the back of the house that goes into the garage, and I am thinking of constructing an extra pantry or walk in cupboard, so that the door (which opens into the house) would become the door to the pantry. Might also put in an extra fridge and/or freezer. Any suggestions as to method of construction, materials etc would be welcome. I thought a 3x3 or 2x4 frame with walls of 22mm exterior grade plywood would do the job. There are currently no power outlets in the garage so lights would have to be wired in. Also, wondering whether I would need to put a ceiling on it or could rely on the garage roof.
