Advice Needed on Plasterboard and Wall Rail Fixings

I’ve recently moved house and the second floor is converted into the master bedroom with a built in wardrobe. Unfortunately, because half of this space has a sloped ceiling, the developers did not install a rail. With no luck finding anything that could fix to an incline, I decided to use an arm bracket on the back wall to support the rail. I have already attached one half of the rail but I encountered difficulties when making the first of 4 holes for the arm bracket. I was assured by the developer that I could use a self screwing metal plug without issue on the plasterboard but when I tried to twist it in, this is what happened:

The wall doesn’t appear to have any studs behind the plasterboard, as it’s a newer design, I forget what it’s called, and I urgently need advice on how to proceed. My options are to try and hide the unsightly hole with a longer, thicker fixing for that side only, then smaller ones for the remaining 3 holes. The problem here is that after the plasterboard there is a small gap, and then it hits cement which my drill can’t penetrate. My main concern is that if the holes are too close together, the plasterboard might break/merge in the middle. What kind of wall plug do I need for this and will it be strong enough to take the weight of the clothing rail? More info will be provided if needed.
