Cutting Hole for Appliance Waste in Side of Kitchen Unit

Hi all
I need to create a new hole to put a waste pipe through for my washing machine as it is currently getting squashed when going through the top hole (by an integrated dishwasher).
I want to create a hole like the lower hole o the picture but slightly higher up, it only needs to be big enough for a washing machine waste pipe.
What’s the best technique to create the hole? It looks like MDF and I am worried if it use a drill that the cabinet could split... any advice gratefully received. I am a total novice at this as you can tell and would appreciate some help!
