Help needed finding/fitting a 'barrier' for a low level shelf

I have a fairly low level shelf (which is part of a bookshelf like unit) which I need to stop my baby boy from pulling things off of. I thought about putting a metal tube across the length of the shelf, a couple of inches up from the shelf itself.
While I can find metal tubes without a problem, I am not really sure how to go about fixing it to the wood either side of the shelf? I thought perhaps something like a clothing rail bracket, but I cannot find anything small enough.
Does anyone have any suggestions which might help me with this 'problem'? Any ideas are gratefully received.
