Wall plug removal

I've decided to move the hand towel holder and the original holder was held in place by some sort of metal plug that lies flat to the wall. I'm afraid that if I try to pull it out or tap it in further then the wall will crack, but I can't leave it as is because the paint won't cover it. I have tried using filler but after sanding, it is revealed again because it is flush with the wall. Please help.
Thanks

Is it into plasterboard? And if so does it have a "cross" in the head where the screw goes? If so put a screwdriver into the "cross" and try unscrewing it.

If that fails screw a screw half way in and use a claw hammer to gently lever it out. Protect the wall where you lever with a bit of wood or thick cardboard. It'll do a bit of damage, but nothing a bit of polyfilla won't fix.

Chances are one of these methods will work.
