Traditionally dado rail was used to stop chairs damaging walls so they were set at the height of the back of a chair, 900mm to 1 metre off the floor.You just need to be careful with the height of your windowsill and consider how you want it to finish at the window.
To join dado along a wall you should mitre both pieces glue and pin them together.
