Radiators pumping out heat when heating is off

I have just noticed that our radiators are baking hot - as person in seperate post, I thought we just had a hot house. Although we had the heating on, we had turned the thermostat down to 13c so they shouldn't have come on over the last few days. I have since turned the heating totally OFF and turned the thermostat to its lowest setting - 10c and noticed that the upstairs readiators are still baking - 3 bedrooms, landing and bathroom (although the ones downstairs are cold - sitting room/kitchen/dining room/conservatory).

We have a:-
Gloworm space saver combi boiler with a honeywell programmer. We recently had the programmer changed/updated as the old one had stopped working.

I've noticed that the water goes on and off as set on the programmer so not sure what has happened with the radiators.

Any suggestions / comments / helpful tips would be incredibly welcome.

we have, in the meantime, shut down each radiator individually

Unlike the other post no boiler or programmer details. A jammed motorised valve is likely but some systems don't have them and there are many types on Honeywell web site you will find a number of the plans listed but as posted you may as well ask for the length of a piece of string.

sorry! The programmer is a Honeywell ST699B 24 hour. The boiler is a Spacesaver 50 Mk2. does this answer your questions?

sounds like the controls have been wired in incorrectly.
