boiler off pump running

came home to find pump running although system had closed down(ON TIMER) 2 hrs. earlier. next day HW would not work but selecting Heating made boiler fire.
Type of boiler, system and controls ?
Does turning the room thermostat down stop the pump ?
It seems like the actuator is at fault, this should switch across for water or heating, it sounds like it's stuck in heating position change actuator head
Abit more info will help.
