Hot water only available when central heating on

Hi, I have got a combi boiler but the problem is it is not working when its turn on to hot water only (no hot water coming at all) But hot water is available when it turns on to central heating. So even in summer I have to keep the central heating on to get the hot water. My boiler is Ferroli.
