Air brick behind kitchen cupboard

I'm preparing my mothers flat for rental & I noticed that the air brick providing ventilation into the kitchen is behind the sink unit. She has a gas boiler in the kitchen (vertical flue - so I assume not balanced flue.
What do I need to do to provide ventilation & meet the safety regs for renting ? I cant remove the sink unit, but could open up the rear of the cupboard so the vent can breath through the cupboard.
The boiler & kitchen have been like this for 20 years , and the boiler serviced regularly and no-one seems to have informed her of any problem.
