when hot water is on it switches central heating off

i have a ideal classic boiler (3 1/2 yrs old) boiler downstairs and cylinder upstairs,
every time hot water comes on it stops the central heating working, then i have to manually crank the metal box above the pump, and the central heating comes on but as soon as i switch the hot water on or off it stops the central heating. the circuit board was faulty and i replaced that.
any ideas
