central heating pipes insulation

[I recently had full new system installed and was surprised that the plastic underfloor pipes are not insulated - My question is -is this normal practice]

The installer just says they don't do it because the pipes are plastic

The old system was fully insulated and I had assumed the new one would be. It would have been a lot easier to have insulated during installation than after.[color=blue][/color][/b]

Opinion may be divided on this one, but personally I always insulate heating pipes if they are outside the heated area for two reasons. Firstly the heat loss from the hot water has to be paid for and secondly, although the pipes can freeze without damage, who wants a system that won't work because the pipes are frozen?
