new central heating doesn't heat house

We have just had a new combi boiler and rads fitted. Problem is the upstairs of the house is freezing, the rads get hot but don't seem to heat up the bedrooms / bathroom.
Downstairs is really hot.
Got heating installers back out and they turned the valves down on the rads downstairs, this hasn't solved problem.
We have contacted them again and they have told us to turn the thermostat in the lounge up to 25 degrees! this makes the lounge so hot and still the biggest bedroom is cold.
We had the heating changed to save money, if we run the heating at 25 degrees it will cost a fortune!
All the radiators have been bled don't know what else we can do??
