cool radiators downstairs - faulty pump?

When we started up the central heating in October we had hot radiators upstairs but very limited heat downstairs, where the radiators were warm up top and cold at the bottom. We were first advised that the problem would be fixed by a powerflush; we had this done, and it made no difference: we could get any one of the four lower-floor rads hot, but only if we closed down the other three. The plumber then reckoned there must be a blockage somewhere, but the pipes upstairs turned out to be perfectly clear and we've now had all the underfloor piping on the lower floor replaced - with no effect. We're now being told that the only thing left to do is replace the pump in the boiler. I'm on the point of forking out for a new pump, but am slightly reluctant to spend even more money for a fix which the plumber himself is not totally convinced will work. Does anyone have an opinion on the diagnosis?
