rads hot at top

Some of our radiators are hot at the top and much colder at the bottom. The ones on the upstairs seem to be OK, it's just the ground floor.
I've checked the header tank and bled radiators. I can't bleed the whole system as we have an air diverter (correct name?). The pump has recently started to make a ticking noise but does seem to be working OK.
We have a conventional Potterton boiler system with a bypass as we have TVRs on all radiators.
Any advice appreciated as it's cold here!
