Boiler problem or wiring or plumbing!

Hello, see my other post!
Boiler is ideal Classic NF 40
To summarise: Room stat, tank stat and MV all seem to work ok but....
If call to boiler is HW only flow temperature from boiler on higest setting of boiler stat is 78deg (which I believe per manual to be about right)
But if call is either HW & CH or CH only then boiler flow temperature from boiler on higest setting of boiler stat is 50deg (and it seems to cut out at this temperature "as if I had turned down boiler stat!)
Soon as back to HW only it goes back to 78!!
(all measurements with digital thermometer!)
This means in winter house is cold, hot water not very hot and boiler runs forever trying to increase house temperature so pump gets hot!
I just cant fathom how the different call on boiler would make flow temperature change i would not think its wired like this! pleasse help as previously spent point £350 on powerflush to cure and I can now see logic of problem just cant fix it!!!!
