Simple heating question

Hopefully this will be quite easy to answer...

-I have my timer set to heating and hot water on, thermostat is set to say 23 degrees, but currently only one radiator is on out of 3... (the one in the bedroom is on, but the one's in the sitting room and office are off)

Sometimes the other radiators come on and sometimes they don't! the + and - dials on the radiators are always stuck so don't think anyone has been fiddling with them.

Any ideas?

It depends on the system.

If it's a gravity HW system and the upstairs radiators heat, and downstairs don't - it's the pump at fault.

It's all on one level... I live in a flat.
