TRV's

The 3 rads that are in the upstairs bedrooms still get baking hot even when I have the TRV's set to the lowest setting, it sounds like they need changing, or are they servicable ? if not would the whole system need to be drained to change them?

TRV's do not control the temperature of the radiators, all radiators in the house will be at the temp set on the boiler stat.

The head of the TRv senses the air temperature, when the room/air reaches the desired temperature this closes the radiator valve.
