Radiator problem

We have been renovating our house room by room, and I have replaced the rads in each room which has made a massive difference, I have also renewed the old boiler for a new combi.
The problem is the rads upstairs don't get that hot, I pulled the floor boards up last night in the kids room and only the pipe going into the left side of the rad is hot, the pipe on the right has the thermo valve.
Any help would be appreciated as the carpet is going in on friday.

Possibly just an airlock, try venting then radiator and turning off all other radiators. Also worth checking the pin on th TRV isn't stuck.
