Adding a new radiator

I want to add a new radiator to our existing system, (capacity permitting- seems to have enough spare though) which is a small bore pipe system with each radiator on its own pipe run.
My easiest option would be to add the new radiator to the pipe run of an existing radiator nearby, rather than the disruption of running a fresh pipe from the source.
My question is,
(1) Do I join the radiators in series or parallel. I suspect parallel is preferable so that each can be independently controlled. Is this possible/desirable/legal etc? I plan to fit a TRV to the new radiator.
and
(2) Is there a minimum distance which has to be observed between a radiator and an electrical socket?
