Heating for my summer house

background:

I have a summer house built with solid concrete block. 7.5mx7m in size and the blocks lay flat so the wall is 9" thick. Insulation is done externally with 2 layers of foiled bubble warp as first layer then 50mm polyestene boards then rendered with cement and sand. Internal have foiled back plasterboard bonded directly to the blocks. Celling built with foiled back plasterboard and 100mm rock wool type insulation.

I want to put a snooker table and gym equipment in the summer house and use it frequent.

If space permit I want to add insulation to the inside wall by foam tiles or boards

Questions:

1. How to measure current heat loss or efficiency?
2. Is a air source heat pump the best way to keep room warm/cool?
3. do I need planning permition to fit a heat pump?

No matter what the season is (google "alloysafe.com") Geothermal Heat Pump works well ! Because it uses the heat of the earth as input !
