It's not difficult for a gas safe engineer, as for the cost you need a RGI to come out to give a price. It all depends on pipe runs etc etc

You basically keep the flow and return to the radiators, lose the flow and return to the tank/cylinder and lose the cylinder and tanks.

You need a 22mm gas supply to the boiler, connections to hot and cold water supply, one pipe fro pressure relief discharge and then a condensate pipe.

Install entire new flue system, you need a fused spur at the boiler, then an integral, remote or wireless programmer and room thermostat.

I think it could be tapped into. Why should you change the pipe?
What boiler do you want to buy?

You can connect in anywhere on the MCWS.
