Wall Thermo stat

I have recently moved into a house which has full gas central heating
All the radiators are fitted with thermostatic valves with the exception of the hall radiator
The wall thermostat is positioned in the hall
If I set the wall thermostat at say 18 which should be sufficient for the hall should be able to get a higher temperature say 21 in a living room
