I have recently moved into a house which has full gas central heating
All the radiators are fitted with thermostatic valves with the exception of the hall radiator
The wall thermostat is positioned in the hall
If I set the wall thermostat at say 18 which should be sufficient for the hall should be able to get a higher temperature say 21 in a living room

Hi, short answer No, when hall gets to 18 it will shut boiler down.
The system as set up complies with building regs. the hall is used as a cut off point to save boiler cycling.
The hall rad should be very small in comparison to the others so other rooms should be up to temp. before hall is, then as ARV's shut supply to each rad the flow will go up in hall.
The main benefit of having a stat. is that if the timer tries to operate the boiler on a day when 'solar-gain' has already raised the house temp. above its set point the boiler doesn't fire unnecessarily
