Potterton Promax SL 15

The boiler is 1yr few weeks old BG supply and fit. British gas homecare fitted new fan after boiler was producing worrying noises. No cure so they called Baxi out who put the noise down to the heat exchanger and changed it finding a small amount of residue dirt in it. Now quiet boiler but gurgling radiators at the time of start up on two cyles a day. No air in rads just water when bleeding. The Baxi engineer said the boiler was slow filling now this indicates that BG have not carried out the power clean properly as it took their engineer 1.5 days to remove the existing boiler and fit the new one and the quote included a power clean which I understand take up to 3 days to be effective with 3 flush throughs/drains until water runs clear.
Just checked the header tank and it stinks like a stagnant pond, water is black and floating on surface ? now out waiting for it to dry before analyzing what it might be maybe formed by chemical and muck reaction. The header tank sitting on its own in a deliberatly clear area with nothing over or at side of it to fall in. My theory, but need amunition before contacting British Gas, is the power clean was not done and neither was a power flush as there was no machinery noise to indicate and it would be doubtful the job could be completed in 1.5 days and include either a power clean or power flush.
