Convert towel radiator?

Hi
A question about heated towel rail style radiators...
In our previous house we had a duel-fuel towel rail put in and found it very useful being able to just switch it on for a short time using the electric supply without needing to have central heating on
In our new house there is a towel rail radiator but it only works with the central heating. Is it possible to convert it without changing the radiator itself? Can you buy an electric element and then insert that into the existing towel rail? I realise it will mean draining the system, which is fine, and I imagine the screw thread is a standard size so I would have thought it was straight forward...
Any thoughts? Anyone done this before?
