Horstmann Eco 7 Timer Light Not Working

My Horstmann Eco 7 has recently stopped heating the water and the Timer light appears not to switch on - no hot water, however the manual boost on the tank itself does heat up the water.
The clock appears to be working and I can set the timer on/off settings, but the clock doesn't seem to switch to Timer mode - I would describe it in that the alarm doesn't go off, hence the heating doesn't turn on.
Horstmann site is no help, and all the manual suggests is reset or get a technician.
I have confirmed that the white switch is set to "Timed" and set the "On" time in such a way that I could watch the timer go off, and it didn't.
Any ideas? Is it something wrong with the on/off-peak settings in the controller? Does the normal timer only work in off-peak, and how do I know what time is off-peak (it's 0700 here in the UK)?
