OJ - Method for Basic Thermostat Test

Hi
I have several basic thermostats as below.

I am having issues with one of the rooms. I changed the actuator that controls the water floor to the radiators in the room, still it the actuator did not activate. Thermostat seems to be powered since red light is getting on, when I turn the knob on it, but for some reason it is not sending signal to the actuator. Is there a way to test the thermostat directly, with a voltmeter? I can only find installation instructions on the web.
