Vaillant EcoT 624 System Boiler and Problem With Upstairs Zone

Hi Guys,
I am hoping someone might be able to help me out with a pain in the A problem we are experiencing…
I have recently installed a new CH System: Vaillant EcoT 624 System Boiler, Albion Ultrasteel 210L Store, 17 new rads totalling approx. 60k BTU, a VRC470F and a VR81 running off a VR61.
I have the system split for two zones, Upstairs and Downstairs, Downstairs has the 470 and works a treat but upstairs appears to have a mind of its own! We have set on the 470 (downstairs stat) the two zones and the timer programmes and cylinder programme, so in a morning upstairs comes on at 6:00 and downstairs at 7:00 upstairs won’t come on until downstairs does, the 2 port valve does even open up.
Can anyone advise on this? What settings should I have set on the 470?
